bridge. we have issued a microclimate weather alert. and a good wednesday morning to you, february 27th. a live look at san mateo, you can see slick roads out there as the rain is passing over our area. >> take a look at the live doppler radar right now, really passing, really hanging on. storm ranger working hard, tracking the storm. it's moving out of the north bay but what it's leaving behind causing a lot of concern on thi. good morning to you and thanks for joining us. i'm laura garcia. >> and i'm marcus washington. we get straight to meteorologist kari hall with a look at how long the weather will last for us. >> even though the south bay started to see the rain yesterday, it's been raining for a couple of days now in the north bay, and some of the

heavier rain now shifting in to san francisco, the east bay, as well as the south bay. we've seen tersn the tri-valley well. we could see heavier rain moving over south city and extending toward the bay bridge, into the oakland and berkeley areas and also moving closer to vallejo and approaching concord. as you get ready to head out the door, some of the rain moving into areas that have gotten not as much rain as the north bay. it's going to be off and on as you get ready to head out for work, and drive on those roads that are still very slick. for the south bay, mostly some light showers moving through. the concern will be still for those rising creeks and rivers, after all that heavy rain, now even as it shifts to the south, those rivers and creeks will continue to rise today, as that water kind ofraing areas.mike. traffic alert. >> that's right, kari. you're watching the roads and a several alerts around the bay. we do have that full closure for highway 37, typical flooding in the typical area. atherton is the alternate to and

from 101 from highway 37. we heard they're hoping to reopen the lanes as that rain is moving out, maybe later on, perhaps early in the morning commute, so we'll track that. 580 westbound and eastbound both decks saying no big rigs alowed because of the heavy winds going across the bay area. regular traffic, sedans you and i drive, suvs are okay, just be careful, again, windy. west 580 reopened at lake shore, north 880 reopened at hacienda. those both had crashes, flooding blocks, fast lane in both cases. the rest of the bay slick conditions. we'll talk about major surface streets but for now, back to you. "today in the bay's" kris sanchez joins us live this morning from walnut creek at the scene of that big shutdown. kris, you learned how long will this closure last. >> reporter: we're talk about 15 hours, marcus, 15 hours is the estimate for this road to be closed. ng to move that behind me in tree and to restore those power

lines, but we're in a pretty good distance because some of those lines are still electrified, and that's what we found this morning. i want to remind you where we are, this is walnut creek ignacio valley road between north civic drive and wall net drive, walnut boulevard. video from right after this happened, it looks dark, and that's because it is dark. that tree brought down power lines, the ground was electrified creating a major hazard for drivers and first responder. there's a pg&e substation not far from here. we looked at the pg&e outage map and talked with someone at the utility and they are already working to restore the electricity, but any orange on that map means there is an outage for folks, anywhere between 500 people and almost 5,000 people. so this is a pretty big one. the situation here though serves as a reminder, if you come upon a tree that is down, youow what could be live power lines, so do be careful, and if you are told to steer clear, definitely steer

clear. in walnut creek, kris sanchez, "today in the bay." >> that's an artery there. thank you very much. now to the massive flooding there, the russian river is expected to reach its highest level in more than a quarter century. >> and that's why mandatory evacuations in place for surrounding areas. also shutting down schools. take a look at this map showing just how many people are impacted this morning. >> "today in the bay's" pete suratos is live for us in forestville. we understand you tried to make it to guerneville, but it's just too dangerous. >> reporter: yes, that's right, marcus. we've covered this for the past couple years, or at least two years ago, when it hit flood stage around that 37 feet and we've never beeept this far away from guerneville, and that's why we're here in forestville, where you're seeing some of the flooding, and i want to show you guys over my right shoulder, in the last live report, could you see those two cars but as you could see there, the top of those two cars, but now it is completely submerged, so we're seeing that water come in from the russian river because we're already in the

flood stage, already affecting forestville. of course, we're seeing areas around all of guerneville that are already in the flood stage. a lot of those areas are already underwater. we have some video from that yesterday, of course, it may be worse, as we speak just down the road but we're being kept far away from that area. remember, if or when that river, russian river hits near that 46 feet mark, we could see parts of downtown guerneville flooding, so that's why you have folks trying to get to elevated ground and trying to evacuate as fast as possible. i want to take you back out here live to the situation in forestville. this water you're seeing coming in from the russian river from the flooding is at about three and a half feet, it may be more because the poelds ales are at four feet. we'll continue to monitor this. the sonoma county service is staffed up for emergency and national guard on standbey. we're live in forestville, pete suratos for "today in the bay." >> so much water out there. thanks so much, pete.

"today in the bay's" bob redell is live in downtown napa. bob, talk to us, the napa river is expected to crest soon. >> reporter: it is, marcus and laura. you see the napa river mind me at the hog oyster island company here in downtown napa. you could see the river's running fast, but you can't tell it's running deep. right now running at 26 feet, that's about a foot over flood stage. the national weather service expects to rise about another foot and a half, and crest around 10:00 to 11:00 this morning. i did speak with a napa police officer within the past hour, he's out this morning, checking for flooding in the surrounding areas. he is concerned about what the river will do when it peaks, worried it could overflow and flood some of the main streets in downtown and perhaps some property as well. lake park is already flooded, another park along the riverbanks is shut down, is where we're at right now and one road is shut down. so far, that's about it. the napa river flood protection

district upgraded protections along the waterway several years ago, it was a big project. the latest storm is now putting it to the test. >> great to see that it's functioning as designed, which is a big plus, and everyone seems really excited just to see it doing what it's supposed to be doing, which is providing flood protections for downtown napa, as well as it's a recreation area, 99% of the time of the year in the summer, we have concerts here, jazz concerts. we host earth day, but this time of the year in the winter, it's a flood control channel. >> reporter: we also did speak with the napa fire department. they are ware of what's going on with the river. they're keeping an eye as well in case, god forbid, there need to be a water rescue. workers from the city of napa, the police department, they're out here at this early hour, keeping an eye on the river. they ett to crest around 10:00 to 11:00 this morning. reporting live in napa, bob "today in the bay." >>h allthat, it's good to see the storm is moving out of

good morning. i'm courtney reagan at cnbc global headquarters. here are today's top business headlines. wall street is set to open in the red this morning. stocks closed down slightly yesterday following disappoi disappointing earnings from home depot and weak economic data on the housing sector. although that was offset by strong consumeron on pending home sales and earnings from lowe's and best buy. facebook will launch its promised clear history privacy tool later this year. the feature was first talked about last may. facebook says it will let you delete information it collects about you from third party apps

taking a look at that radar right now, that rain still hovering over the bay area. luckily, starting to move out of the north bay, but still some flood concerns in that area. and all of that rain in the north bay has been getting a lot of flooding in that area. lake berryessa glory hole now open. this is video from the capell valley volunteer station. after the rain the reservoir fills up and the water fills into the hole there, as you can see. right now, that's something that we have been dealing with a lot, kari and the fact that that rain is moving out is a good thing. >> it is a good thing, but we still have the concerns of flooding today, and i have the rain totals from this storm, and it's really unbelievable what we've seen in the north bay, especially in the south bay, where we haven't seen a lot of that at all until recently. so here's a look at storm ranger, where we are now, as you

get ready to head out the door, much of the bay area covered by a lot of green here, showing some rain, looking at san francisco, that rain starting to taper off, and you'll get a little bit of a break, if you can wait another 10 or 15 minutes before getting out the door, you'll see a bit of a break in the rain. it's still pouring in oakland, berkeley, moving toward concord and spotty showers for the rest of:can cloud cover count contra out the door. san francisco is seeing a little bit of light rain moving into the east side of the city. for the south bay, spotty, light rain is moving in but the roads are still very wet as we've seen several waves of the rain moving in and the atmospheric river now starting to shift to the south, which puts the north bay in with some drier conditions but there will still be rain chances going throughout the day. let's talk about how much rain we've measured, and that's a live look outside in san rafael. we always talk about venado, this isolated rain that has a

rain sensor and known for its enhanced rainfall it gets in the area, it's in northern sonoma county and look at that. this storm, since sunday, we've measured 21 inches of rain there. it is just unbelievable. mt. veede in the north bay and napa county, about 12.5 inches of rain. san anselmo close to ten inches of rain, mark west creek over santa rosa over 9 inches of rain and yountville about 7:85 inches of rain and santa rosa measures 7.75 inches of rain. we head to moreai head a little south and we've had significant rain in the vuz mountasanta crus in ben lo j mon lonond and san . a wide range in the rain totals, spotty showers throughout the

day. the good news is that there will be some breaks in this rain for the north bay, but you still have to watch out for showers passing by. additional rainfall totals at this point look to be from a tenth to quarter of an inch, not much more, but we will continue to watch the river levels rising and cresting this evening. the russian river in guerneville expected to be at about 46.1 feet, that is well over flood stage. we're expecting most of downtown guerneville to flood with those evacuations in place. going throughout today, scatt scattered rain, highs in the low 60s for inland areas. cooling down tonight and tomorrow. the rain moves out very early in the morning so we'll just say partly cloudy skies throughout the day, upper 50s and still breezy. on friday, we also will see a mix of sun and clouds and a new storm system moves in late friday into early saturday, and off and on rain throughout the day saturday, ending sunday. we may be watching another atmospheric river in the forecast early next week, with highs in the low 60s, and san francisco expecting more of the

same. headed over to mike, you've been tracking the impact of all this rain on the roads. >> we've had flooding, we've had spinouts, we've had crashes. we had full closures 808 and 580 through oakland, those reopened. flooding still northbound 808 as you get up toward hacienda overcrossing there. on the peninsula side i just learned about one, possibly two crashes, 280 right around hickey, the crash at least one is in the midful of the roldle . there does continue to be this issue, the closure for ignatio valley road at 680. kris sanchez is on the scene and told us maybe 15 hours. tree boulevard is your help and mt. diablo road, pretty far distances north and south. a major intersection with a definite problem this morning. closure highway 37 because of flooding both directions between

101 and atherton. you know the drill, apterton will connect you. hoping to have the lanes reopened by later this morning but we'll track the updates from caltrans. back to you. >> thanks, mike. the criticism just keeps piling on for san francisco public works and its street cleaning program. yesterday supervisors called for an investigation into safety practices inside the agency. >> now this all comes after our investigative unit went undercover to expose something that may have been putting city workers and the public at risk for years. senior investigative reporter d th city hall. >> reporter: a recent reporting revealed san francisco's fleet of street cleaning vehicles is some type of tarp or cover to ensure all that junk doesn't fall onto the roadway. now the president of san francisco's board of supervisors is calling for a government hearing to investigate. >> which is an opportunity for the department to present their safety improvement plans in response to the nbc

investigative report which aired last week. >> following our reporting, state investigators launched a probe of their own and also found that san francisco has been overloading its trash trucks. cal osha cited san francisco for other safety violations, too, including clogged drains near the city's truck cleaning area that forced some workers to wade through dirty water filled with used syringes. san francisco now has until early next month to appeal the or pay the $1,200 fine. public works tells us it hasn't decided what it will do. san francisco's $72 million street cleaning program has faced other criticism, but safety will be the main focus. when lawmakers questioned top officials at public works, likely within the next few weeks. >> if you want to get a hold of bigad or anyone from the investigative unit, give them a call, 888-996-tips. switching gears, a wedding crasher turned out to be a
